Issue: Assign to Another User Print

User can assign 'Lodged' issue to another contractor and project team.

1. Click on an issue

2. Assign to Contractor

3. Tick 'Need Further Inspection', if need project team to make another inspection. Then assign to OSC/Project team and click 'Submit'.
